NUPRC's Bold Move to Curb Crude Theft with First Metering Facility

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has taken a significant step towards ending crude oil theft with the inauguration of its first Gravimetric Multifaceted Flow Metering Calibration Facility in Eket, Akwa Ibom State

This facility is designed to accurately measure crude oil production, addressing a long-standing challenge that has contributed to revenue losses and disputes among operators.

Crude oil theft has been a persistent issue in Nigeria, with losses averaging 102,900 barrels per day in 2021.

However, recent efforts by NUPRC have led to a significant reduction, with losses dropping to 9,600 barrels per day in July 2025, the lowest in nearly 16 years.

*The Menace of Crude Theft*

Crude oil theft has been a major concern for Nigeria, resulting in significant revenue losses and undermining the country's economic development.

The lack of accurate measurement and monitoring systems has made it easier for thieves to siphon oil from pipelines and export terminals.

*How the Facility Works*

The Gravimetric Multifaceted Flow Metering Calibration Facility is equipped with advanced technology, including zero-touch automation, tamper-proof audit trails, and high-precision gravimetric standards

This ensures accurate measurement of crude oil production, eliminating human error and minimizing downtime.

*Impact on Nigeria and Nigerians*

The facility is expected to improve revenue transparency, boost investor confidence, and create skilled jobs.

It will also enhance Nigeria's domestic expertise in petroleum measurement technology and position the country as a regional hub for metering excellence ¹ ⁵.

*Recommendations*

- *Enhance Security*: Strengthen security measures to prevent crude oil theft and protect the facility.

- *Capacity Building*: Provide training and capacity-building programs for personnel operating the facility.

- *Public Awareness*: Educate the public on the importance of accurate crude oil measurement and the benefits of the facility.

*Conclusion*

NUPRC's inauguration of the Gravimetric Multifaceted Flow Metering Calibration Facility is a significant milestone in Nigeria's efforts to curb crude oil theft.

With accurate measurement and monitoring, Nigeria can improve revenue transparency, boost investor confidence, and drive economic growth.
