3 Components Necessary to Guarantee Local Government Autonomy in Nigeria



Background Information

Many States Governors in Nigeria are known for enslaving the LGs in the following manners:

  • Impose their cronies to rule them,
  • Spend LG allocations and 
  • Hijack any social welfare coming from the federal government from reaching the grassroots 

Caveat - All the states' governors are today clamoring for states' police. 

States' police would further empowered already wicked and villainous governors - this would endanger our democracy and Nigeria as a whole. 

The initiative of Local Government (LG) autonomy is a significant goal of the PBAT regime. 

To achieve full autonomy, three essential components must be in place:

  1. Financial Autonomy
  2. Political Autonomy
  3. Federal Police with Local Content

Any of these if missing, would be taken advantage of by our power hungry governors. And used it to enslave the LGs.

1. Financial Autonomy

Federal Government should pay directly into LG accounts - No more paying LGs allocation into States' account.

The Supreme Court Judgment of July 2024 only granted financial Autonomy to the LGs but several months after the decision, PBAT's regime has not implemented it.

2. Political Autonomy

National Assembly is an arm of government that can grant Political Autonomy to the LGs. 

Based on the experience with the way governors of each state are using States' Independent Electoral Commissions (SIECs) to rig elections for their cronies, there is a need to eliminate SIECs and allow INEC to conduct both the States and LGs elections on the same day.

Conducting both the States and LGs elections on the same day ensure that no governor is available to rig nor impose anybody on the LGs.

3. Federal Police with Local Content

States Police agitated by the Governors is a dangerous adventure for Nigerian democracy and Nigeria as a whole.

Way forward for smooth and efficient Police is itemized below:

  1. Nigerian Police should recruit personnel from all the 774 LGs of Nigeria. 
  2. Each recruited police officer must be deployed to serve at his/her LG of origin.

This system can be referred to as Federal Police with Local Content - This is far better than states police agitated for by the governor. 

It is better because even though Federal Police, the personnel is made up of local people who know their terrain and how to protect it than any stranger.

Recommendations

1. Immediate Implementation of Supreme Court Judgment: The Federal Government should promptly implement the Supreme Court's July 2024 judgment granting financial autonomy to Local Governments.

2. Elimination of State Independent Electoral Commissions (SIECs): The National Assembly should abolish SIECs and empower INEC to conduct both state and Local Government elections on the same day.

3. Establishment of Federal Police with Local Content: The Nigerian Police Force should recruit personnel from each of the 774 Local Governments and deploy them to their local areas to ensure efficient security.

4. Strengthening of Local Government Institutions: The Federal Government should provide necessary support and resources to strengthen Local Government institutions and enhance their autonomy.

By implementing these measures, Nigeria can ensure the autonomy of its Local Governments and prevent governors from exploiting them.

Conclusions

In conclusion, guaranteeing Local Government autonomy is crucial for Nigeria's development and democracy.

The current system, where governors control Local Government funds and manipulate elections, is unsustainable.

Implementing financial, political, and security autonomy for Local Governments will empower them to deliver essential services, promote grassroots development, and ensure accountability.

It is imperative that the Federal Government takes decisive action to implement the Supreme Court's judgment and establish a more autonomous and effective Local Government system.
