In July 2024, the Supreme Court granted full financial autonomy to Nigeria's 774 Local Government Areas, mandating that local government allocations be paid directly into their accounts.
However, as of December 2024, the judgment remains unimplemented, with allocations still being paid into state government accounts.
Between July and December 2024, the Federation Accounts Allocation Committee disbursed N2.08 trillion in allocations to Local Government Councils.
NULGE and ALGON Reactions
The Association of Local Governments of Nigeria (ALGON) and the Nigeria Union of Local Government Employees (NULGE) have expressed dissatisfaction with the non-implementation of the Supreme Court judgment.
Both also condemned the Chief Justice of Nigeria's warning to Local Government Chairmen about misappropriating funds is seen as baseless, given that the N2.08 trillion meant for Local Governments was paid into state accounts and allegedly hijacked by state governors.
Governors Rebuttals
In response to the allegations, governors claimed they:
• utilized the funds for the benefit of Local Governments,
• incurred loans on their behalf, and
• argued that Local Government funds are insufficient to cover health and primary school teacher expenses.
ALGON and NULGE Responses
• ALGON and NULGE insist that the Supreme Court judgment be implemented first, followed by discussions on any deficiencies between Local and State Governments later.
• They also submitted that Local Government accounts should be opened and submitted to the Office of the Accountant-General for direct disbursement of allocations.
Recommendations and Conclusions
The PBAT's government that started the LG Autonomy should ensure it's successful completion.
